On Wednesday, 22 July, James F. Dobbins, Senior Fellow at the RAND Corporation, spoke on his article ‘Occupying Iraq: A Short History of the CPA,’ in the June/July 2009 issue of Survival. Dr Andrew Parasiliti, Executive Director, IISS-US and Corresponding Director, IISS-Middle East, moderated the event. Dobbins outlined the history of the Coalition Provisional Authority (CPA) and presented the conclusions of the RAND report “Occupying Iraq: A History of the Coalition Provisional Authority”. Dobbins explained that a lack of communication with Washington left the understaffed CPA without adequate direction. As a result, many decisions were taken and implemented without the necessary coordination with Washington.
Ambassador Dobbins is a Senior Fellow at the RAND Corporation’s Washington, DC office. His research focus includes Afghanistan, the Balkans, Europe, Iraq, the Middle East, NATO, trends and issues in international security, US-foreign relations.
